ਕੈਨੇਡਾ-ਅਮਰੀਕਾ ਵਿੱਚ ਭਾਰਤੀ ਏਜੰਸੀਆਂ ਵਲੋਂ ਸਿੱਖ ਆਗੂਆਂ ਨੂੰ ਖਤਮ ਕਰਵਾਉਣ ਦੀ ਸਾਜ਼ਿਸ਼ “ਵਾਸ਼ਿੰਗਟਨ ਪੋਸਟ” ਨੇ ਧੁਰ ਮੋਦੀ ਤੱਕ ਜੋੜ ਦਿੱਤੀ ਹੈ।
ਜਿਹੜਾ ਰਾਅ ਅਧਿਕਾਰੀ ਫੜੇ ਗਏ ਵਿਚੋਲੇ ਨਿਖਿਲ ਗੁਪਤਾ ਰਾਹੀਂ ਕੈਨੇਡਾ-ਅਮਰੀਕਾ ਵਿੱਚ ਇਹ ਸਾਜ਼ਿਸ਼ ਅੱਗੇ ਵਧਾ ਰਿਹਾ ਸੀ, ਉਸਨੂੰ ਅਮਰੀਕਨ ਦਸਤਾਵੇਜ਼ਾਂ ਵਿੱਚ ਗੁਪਤ ਨਾਮ ਸੀਸੀ ਵੰਨ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਉਸਦਾ ਨਾਮ ਜਨਤਕ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ।
ਉਹ ਵਿਕਰਮ ਯਾਦਵ ਸੀ, ਜੋ ਰਾਅ ਚੀਫ ਸਾਮੰਤ ਗੋਇਲ ਅਤੇ ਅਜੀਤ ਡੋਵਲ ਨਾਲ ਕੰਮ ਕਰਦਾ ਸੀ। ਹੁਣ ਉਸਨੂੰ ਵਾਪਸ ਸੀਆਰਪੀਐਫ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਹੈ।

US and Indian security officials finally named a Research and Analysis Wing (RAW) agent who allegedly plotted the assassination of Khalistani Gurpatwant Singh Pannun on American soil. The Washington Post cited officials and a US indictment to claim that it was RAW officer Vikram Yadav who had “forwarded details about the target”, Pannun, including his New York address.

👉🏼 ਸੀਆਈਏ ਦੇ ਵਿਸ਼ਲੇਸ਼ਕਾਂ ਨੇ ਮੁਲਾਂਕਣ ਕੀਤਾ ਹੈ ਕਿ ਅਜੀਤ ਡੋਭਲ ਸ਼ਾਇਦ ਸਿੱਖਾਂ ਨੂੰ ਮਾਰਨ ਦੀਆਂ ਰਾਅ ਦੀਆਂ ਯੋਜਨਾਵਾਂ ਬਾਰੇ ਜਾਣਦਾ ਸੀ ਜਾਂ ਮਨਜ਼ੂਰੀ ਦਿੰਦਾ ਸੀ।
👉🏼 ਰਾਅ ਦੇ ਅਫਸਰਾਂ ਅਤੇ ਏਜੰਟਾਂ ਨੂੰ ਆਸਟ੍ਰੇਲੀਆ, ਜਰਮਨੀ ਅਤੇ ਬ੍ਰਿਟੇਨ ਸਮੇਤ ਦੇਸ਼ਾਂ ਵਿੱਚ ਗ੍ਰਿਫਤਾਰੀ, ਬਰਖਾਸਤਗੀ ਅਤੇ ਤਾੜਨਾ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ ਹੈ
👉🏼 RAW ਦੇ ਸਾਬਕਾ ਮੁਖੀ ਸਾਮੰਤ ਗੋਇਲ ਨੂੰ MI5 ਨੇ 2015 ਵਿੱਚ UK ਵਿੱਚ ਤਾਇਨਾਤ ਸਿੱਖ ਭਾਈਚਾਰੇ ਵਿੱਚ ਕਥਿਤ ਦਖ਼ਲਅੰਦਾਜ਼ੀ ਲਈ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਸੀ।
👉🏼 ਉਸ ਸਮੇਂ ਰਾਅ ਦੇ ਮੁਖੀ ਹੋਣ ਦੇ ਨਾਤੇ, ਗੋਇਲ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਸਿੱਖ ਕੱਟੜਪੰਥੀਆਂ ਦੁਆਰਾ ਪੈਦਾ ਹੋਏ ਕਥਿਤ ਖਤਰੇ ਨੂੰ ਬੇਅਸਰ ਕਰਨ ਲਈ “ਦਬਾਅ ਵਿੱਚ” ਸੀ।
👉🏼 1990 ਦੇ ਦਹਾਕੇ ਦੇ ਸ਼ੁਰੂ ਵਿੱਚ ਗੋਇਲ ਦੀ ਕਮਾਂਡ ਕਥਿਤ ਗੈਰ-ਨਿਆਇਕ ਕਤਲਾਂ, ਜਬਰੀ ਲਾਪਤਾ ਜਾਂ ਤਸ਼ੱਦਦ ਦੇ 120 ਤੋਂ ਵੱਧ ਮਾਮਲਿਆਂ ਨਾਲ ਜੁੜੀ ਹੋਈ ਸੀ।
👉🏼 ਗੁਪਤਾ ਦਾ ਅਫਗਾਨਿਸਤਾਨ ਅਤੇ ਹੋਰ ਦੇਸ਼ਾਂ ਵਿੱਚ ਸੰਚਾਲਨ ਲਈ ਭਾਰਤ ਦੀਆਂ ਸੁਰੱਖਿਆ ਸੇਵਾਵਾਂ ਨਾਲ ਸਹਿਯੋਗ ਕਰਨ ਦਾ ਇਤਿਹਾਸ ਸੀ।
👉🏼 ਯੂਐਸ ਏਜੰਟਾਂ ਕੋਲ ਗੁਪਤਾ ਦੇ ਤਿੰਨ ਹੋਰ ਸਾਥੀਆਂ (ਯਾਦਵ ਸਮੇਤ) ਦੀ ਫੁਟੇਜ ਹੈ ਜੋ ਉੱਤਰੀ ਅਮਰੀਕਾ ਵਿੱਚ ਹੱਤਿਆ ਦੀ ਨਿਗਰਾਨੀ ਕਰ ਰਹੇ ਹਨ..
👉🏼 ਅਮਰੀਕੀ ਏਜੰਟਾਂ ਨੇ ਗੁਪਤਾ ਨੂੰ ਚੈੱਕ ਗਣਰਾਜ ਦੀ ਯਾਤਰਾ ਕਰਨ ਲਈ ਮਨਾਉਣ ਲਈ ਆਪਣੇ ਡੀਈਏ ਮੁਖਬਰ ਦੀ ਵਰਤੋਂ ਕੀਤੀ ਜਿਸ ਕਾਰਨ ਉਸਨੂੰ ਵਿਸ਼ਵਾਸ ਕੀਤਾ ਗਿਆ ਸੀ ਕਿ ਉਸਦੇ ਅਮਰੀਕੀ ਸੰਪਰਕ ਨਾਲ ਇੱਕ ਗੁਪਤ ਮੀਟਿੰਗ ਹੋਵੇਗੀ।
👉🏼 ਆਸਟ੍ਰੇਲੀਆ ਵਿੱਚ, ਦੋ ਰਾਅ ਅਫਸਰਾਂ ਨੂੰ ਸਿੱਖ ਭਾਈਚਾਰੇ ਅਤੇ ਸੰਵੇਦਨਸ਼ੀਲ ਸੁਰੱਖਿਆ ਪ੍ਰਣਾਲੀਆਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਉਣ ਵਾਲੀ ਜਾਸੂਸੀ ਲਈ 2020 ਵਿੱਚ ਕੱਢ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਜਿਵੇਂ ਕਿ 2021 ਵਿੱਚ ਆਸਟ੍ਰੇਲੀਆਈ ਖੁਫੀਆ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਮਾਈਕ ਬਰਗੇਸ ਨੇ ਖੁਲਾਸਾ ਕੀਤਾ ਸੀ।

👉🏼 ਸਿੱਟਾ – ਭਾਰਤ ਨੇ ਅਮਰੀਕਾ ਦੀ ਧਰਤੀ ‘ਤੇ ਹੱਤਿਆ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ ਸੀ ਕਿ ਉਹ ਨਤੀਜਿਆਂ ਤੋਂ ਬਚ ਸਕਦੇ ਹਨ।

👉🏼 RAW officers and agents have faced arrest, expulsion and reprimand in countries including Australia, Germany and Britain
👉🏼 Former RAW Head Sumant Goel was warned by MI5 while stationed in the UK in 2015 for alleged interference in the Sikh community.
👉🏼 As RAW chief at the time, Goel was “under pressure” to neutralize the alleged threat posed by Sikh extremists overseas.
👉🏼 Goel’s command in the early 1990s were tied to more than 120 cases of alleged extrajudicial killings, forced disappearances or torture
👉🏼 Gupta had a history of collaborating with India’s security services on operations in Afghanistan and other countries
👉🏼 U.S. agents have footage of three other associates of Gupta (including Yadav) overseeing the assassination in North America..
👉🏼 U.S. agents used their DEA informant to persuade Gupta to travel to the Czech Republic for what he was led to believe would be a clandestine meeting with his American contact
👉🏼 In Australia, two RAW officers were expelled in 2020 for espionage targeting the Sikh community and sensitive security systems, as revealed by Mike Burgess, head of Australian intelligence, in 2021.
👉🏼 RCMP officials suspect the Indian consulate in Vancouver of providing support to Nijjar’s assailants.
👉🏼 Conclusion – India attempted assassination on US soil because they believed they could escape consequences.
